Is it possible to get Soul Shards at level 42

I need a ton of green and brown soul shards, but I'm afraid that I'm too high level to possibly obtain them.

you need to get green and brown crystals/gems and then use the soul blacksmith to get to the lower level ones.

And it goes 1 crystal -> 2gems -> 4 shards, so you dont need to farm many of them...
